St. Louis Armory Data Center

Permit conditions require annual independent noise testing at adjacent property lines and evidence of an R2-certified electronic-waste contractor. Generator testing is limited to specified weekday hours.

The final planned development exhibit requires a $29,000 payment in place of planting 58 mitigation trees and protection of retained trees. The earlier development contract in the same packet lists a different amount.

The packet contains two instruments with blank signature/date fields. Tree mitigation differs: the development contract states 59 trees/$29,500; the final planned development exhibit states 58 trees/$29,000.

Frye Road Data Center

Violating the city’s sound rules would also violate the agreement. The document includes procedures for updating specified sound baselines.

Proctors Creek Water Reuse Study

The evaluation must consider treatment quality, the cooling-water discharge location, hydraulics and discharge-permit requirements. The published PDF names quality-target and discharge-characteristic exhibits but does not include their contents.

SSDC1 Sulphur Springs

Site plans must identify wetlands and proposed impacts. The city may require changes to keep disturbance and mitigation within federal permit limits, and compliance is a condition of development permits.

The northeast ridge is protected from buildings, mass grading and clearing, with limited exceptions for investigation, drainage, emergency access and underground utilities that do not materially change its character.

The historical proffers require sound studies before occupancy and again one month afterward, with mitigation where limits are exceeded. Emergency operations are exempt from these limits.
