QTS’s Digital Gateway North proposal included land-use commitments on cooling, noise and other impacts. The county now says the Digital Gateway rezonings are void following a July 2026 court order. The 2023 proffers remain a historical example.

Water

The historical proffers specify air or closed-loop cooling, or other new technology, and prohibit groundwater and surface-water withdrawals and discharges for cooling.
