Community payments are $3 million annually for abatement years one through five and $5 million for years six through ten. They depend on receiving the specified personal-property tax abatement. The first payment is advanced within 60 days of construction starting. A separate fire-station contribution is capped at $5 million.

The developer must enter an electricity agreement making it responsible for its energy use and all expanded electrical infrastructure needed for the project.

The developer funds project-related water and sewer infrastructure, subject to agreed scope and cost. A later water-infrastructure plan must establish supply volumes and responsibilities. Private wells are prohibited, but public wells may serve the project.

The northeast ridge is protected from buildings, mass grading and clearing, with limited exceptions for investigation, drainage, emergency access and underground utilities that do not materially change its character.

Most development and payment obligations depend on the developer electing to proceed. The agreement separately identifies obligations that take effect on signing and sets a distinct trigger for the fire-station payment.
