The permit conditions call for air-cooled, closed-loop cooling. Before a building permit, the developer must enter a water agreement covering applicable fees, an impact study and any required remediation.

Permit conditions require the project to fund its electrical infrastructure. The CBA term sheet calls for reasonable efforts to reach 50% renewable energy within five years, with localized renewable energy credits as a fallback.

The future CBA term sheet proposes $30 per square foot in community funding, estimated at $15.75 million. It also rules out local development incentives. These are proposed CBA commitments, not proof that payments have been made.

The term sheet proposes 25 jobs in year one, 50 in year two and 100 thereafter for 20 years, with $2,000 per missing job. It also includes first-source hiring.

Permit conditions require annual independent noise testing at adjacent property lines and evidence of an R2-certified electronic-waste contractor. Generator testing is limited to specified weekday hours.

A recorded CBA with the city’s redevelopment authority or another acceptable entity is a permit condition. The published CBA document describes terms for a future agreement.
