The proposed annual fee per building is $500,000 below 16 MW, $1 million in the middle capacity band and $1.5 million at 32 MW or more. Fees begin one year after occupancy and increase by 2–3% annually.

Buildings are limited to 45 feet, apart from screening parapets. Buildings near homes must use residential-compatible facades and year-round screening; nearby lighting is limited to 15 feet except in emergencies.

An independent noise engineer must measure a full week of background sound near homes, model the proposed facility and submit an acoustic design for town review.
