Lancaster AI Hub

Requires a local hiring plan with percentage goals and good-faith efforts to hire local residents.

Section 6.2, page 13

Wurldwide tax abatement

Full employment-related abatements depend on 50 full-time jobs across the project, not 50 in each phase. The employment deadline falls four years after the completion deadline. Local and minority-owned business participation is a reasonable-efforts provision, not a hiring quota.

The city-published PDF includes separate signed counterparts: the city dated December 7, 2023 and Wurldwide dated December 5, 2023, on PDF pages 30–31.

St. Louis Armory Data Center

The term sheet proposes 25 jobs in year one, 50 in year two and 100 thereafter for 20 years, with $2,000 per missing job. It also includes first-source hiring.

The city has approved a permit. A signed community benefits agreement has not been verified.

The draft’s 19-job condition excludes temporary, part-time, contract and construction workers. It also sets a wage floor and requires public job postings; local hiring uses a commercially reasonable efforts standard.

The agreement includes phased training contributions and 15% local-resident construction recruitment. These obligations concern a mixed-use scheme, so they cannot all be assigned solely to the data center.

Manor Farm, Poyle Road

A community skills strategy must support local jobs, procurement and at least two apprenticeships. Annual monitoring continues through five years after occupation, capped at ten years.
