Development and utility agreements

Piqua’s data center project uses a package of development, water and incentive agreements with J5 LLC, doing business as Shaytura LLC. Separate compensation documents address the effects of tax-increment financing on schools.
The city reports that the agreements were executed in January 2026. Each document is available below; the scanned terms and water addendum still need further review.

Public revenue & benefits
Qualifying buildings receive a 100% property-tax abatement for 15 years. Payments in lieu of taxes start at $735,000 per qualifying building, with inflation and size adjustments. In years six through twenty of the payment schedule, a $1.47 million floor applies while the stated building trigger is met.

During shortages, public health and safety take priority, including residential users, public services and health care. The agreement otherwise protects the project’s allocation and anticipates irrigation restrictions before industrial curtailment.

The company must install and maintain separate wastewater meters. The city may inspect and calibrate them with notice; wastewater discharge cannot begin before the meters operate correctly.
